Yes, Rumsfield's doctrine wants to cut one division from the active army. He thinks it's a good idea to use the National Guard to deploy overseas since they don't have much to do back home and they are getting all that money every month.

I hope Condi is successful and Rumsefield is thrown out with the garbage where he belongs.
