Yes, since there are drug laws, the "rehabilitation"
of addicts can be part of their incarceration.
That is my opinion.

But, I would personally prefer the Libertarian solution,
i.e., no drug laws, but no public assistance for addicts
either.

A cut in my marginal tax rate just might do the trick!
