That contradicts public statements of the Soviet gov't. They said the would not use nukes unless the West did first. THAT was the "no first use" policy. Would they actually have not used them? We never performed the experiment to find out.

In effect, the combination of limiting hot wars to non-core areas, and only being willing to use nukes in defense of core areas, amounted to a No First Use policy during the Cold War, by both the U.S. and USSR.
Word games. The Soviets announced a No First Use policy. In spite of taunting by the Soviets, the US refused to do so because of the situation in western Europe. The US HAD to keep the Soviets worried about its nukes to prevent an invasion.

You wouldn't be Muslim, in spite of your handle, would you? That sounds like purposeful choice of inflamatory rhetoric.

The U.S. reaches into the Muslim heartland, occupying their homelands. The Islamists strike back at us, anywhere they can, anyway they can. Both sides attack places the other side is willing to defend at all costs (Jerusalem, New York, Mecca). This is inherently unstable, unlike the Cold War.
May I point out that the US DID NOT occupy any of the Jihadists heartland until AFTER they attacked the US? Does that matter?

And that the US has never attacked either Jerusalem or Mecca? We could turn Mecca into a sheet of glass that glows in the dark for the next thousand years and there is nothing they could do to stop us and we have not done so.
