Completing an investigation "based on more than four dozen interviews, conducted over several months", the Washington Post today enlightens us with the information that Dubya's foreign policy team is an incoherent, bickering mess:
As the administration enters an election year, the situation has become worse, several officials said, because everyone understands that no one will be fired no matter how far they stray from policy.

These managerial questions have been especially acute on the administration's policy toward the three countries identified by Bush as the "axis of evil": Iraq, Iran and North Korea. In each case, officials said, the NSC has been unable to bridge gaps in ideology and establish a clear and consistent policy.

From the start, top administration officials have waged a bitter battle over policy toward North Korea. Powell has led a group seeking to engage with the secretive and isolated communist government; Rumsfeld and Cheney believe talk is useless and have sought to destabilize and ultimately topple the government. Neither side has gained the upper hand, resulting in a policy stalemate that has left allies and North Korea perplexed.

The two factions, convinced they had the backing of the president, have pursued contradictory policies, often scheming to undermine each other.
Well, no kidding. Minus the Post's's journalistic resources, here's what I said more than five months ago:
Because they know their commander-in-chief doesn't have enough brain cells to craft a compromise policy, Powell and Rumsfeld have quietly decided to deploy every resource they can get hold of to shape the facts of a debate before Dubya staggers toward a decision one way or the other. And because Bush is so mentally overwhelmed by the job, both Powell and Rumsfeld know that a decision made one month (say, kicking off the hawkish world-domination scheme by invading Iraq) can be reversed the next (the aforementioned Powell victory on talking to Syria and North Korea).

So, rather than pursue one coherent policy toward the world -- or any particular part of it -- the U.S. winds up pursuing at least two, as competing sides fight to grab the steering wheel... and no one, least of all the overmatched occupant of the White House, is paying attention to where the car is going.

Bush is a goner.

True, but the problem is that Bush is the type of psychopath that likes to take as many as he can with him. He doesn't just want to take his ball and go home - he wants to destroy the playing field. If he continues with his insane policies he'll find out what his hero, Hitler, did about spreading his troops too thinly.
