The Senate only supported Bush after Powell and the White House promised them they would try to go the UN route. That said, the Senate also knew (inside information) that Bush was going to invade Iraq no matter what, and that cheney was for not even bothering with the UN.

It was a difficult position for the congress and senate to be put in and with the elections coming up none of them wanted to be seen as soft on Saddam except Byrd and a few anti-war left-wingers. Therefore, they crossed their fingers adn trusted Bush would be a good diplomat like his father was. But he wasn't.
