The libertarians might want to do it on principle, but the social conservatives want to do it to effect culture change and that's where the impetus is.

Not a very strong impetus. The % of conservatives that would agree that public schools should be abolished is very low. Those that do think they should be abolished are most likely social conservatives or conservatives that are also libertarian but I don't think a majority of even those subgroups wants to abolish public schools.
