I think a key component to all of this engineering job/salary deflation are foreign work visas, and those are going away.

I think another factor is inflated salary expectations, which are also going away. Kids who graduate from university expecting to be millionaires after writing 30,000 buggy lines of hack software are getting a glimpse of a new reality.

Then we will be left with 2 choices, companies can start R&D facilities here, or they can go elsewhere.

Guess what, it's already happening. Companies and R&D activities are being created everywhere on the planet even as you contemplate your reply. I know many multi-national corporations which are reducing their R&D activities in SV and increasing R&D activities elsewhere because they are getting more bang for the buck. It's not a whimsical action at all.

The appropriate response when Adam Smith's invisible hand starts waving pink slips about is to become more rapidly competitive in your marketplace.
