I hope you're right that rolling back spending is possible. Sounds like a simple solution. But from the experts I've heard, so much of the spending is legally mandated, and half of it is in education (which Arnold has vowed not to touch) so the only options are to slash health care, police and prisons, which would be very unpopular and risky cuts to make. Education was the big spending item for Grey and Arnold seems to agree with him on it. Therein lies the rub. Energy is also a big expenditure. Maybe Bush-Cheney will finally support California getting refunds from the energy thieves. But I doubt it. An expert I heard said Bush will come out next week and give Arnold nothing but a handshake and photo op. For one thing, the federal government is even more broke than California.
