Until our society is ready to apply personal responsibility for the damage caused by those who are NOT addicted to drugs, but use them anyway, without challenge or fear that they will have to pay for their damage to others, there will be no solution.

For those who are in the 1 in 10 who become addicted, I believe there should be a mandatory rehab until recovery is a way of life for the person.

Of course, after JFK and Bobbie Kennedy signed into law "Deinstitutionalization" in October 1963, everything changed. People have choices, even if they aren't quite ready or able to make them.
