Prior to WWI there was no international community, After WWI we got the League of Nations. That got revised after WWII to the UN. Many who grew up in the 50's recognized that the UN was marginally better than the League of Nations but needed improvement. The lucky events that lead to the UN peace action in Korea were just that. Had the Soviets not walked out of the UN debate on Korea then that action would have been stopped by a Soviet veto. One needed to work towards a better concept even then.
A part of a new concept would be an international court that the US would support. Another part would be an effective military arm. I'm sure you could find other improvements.
