Once again, al Qaeda attacked the United States on 9/11, mainly because the United States enforced UN Sanctions and the "No Fly Zone" over Iraq.

Saddam and Osama both claimed that the United States committed genocide against Iraq (this claim of "genocide" included all 8 years of the Clinton Administration). As long as the United States enforced UN Sanctions on Iraq, the country would be a target of al Qaeda.
