When presented with meaningless white noise as an input, a neural network will often respond with a confident result consistent with it's training.

Most neural networks these days are actually digital representations of what is essentially an analog process, and "shutdown" is pretty much instantaneous. It will be interesting if the Paul Allen brain institute develops some new representations that are actually analog.
