Ironically the Project for the New American Century rhetoric is not much different from the old French idea of "mission civilisatrice" that justified French dominance in the name of spreading great deals and recognizing what they felt was France's rightful leadership in the world.

Now the new kid on the block, the US, has sadly walked down the same road with a bag of cocked-up excuses to do what the PNAC crowd (including a Wolfowitz letter on the PNAC Web site) were eagerly calling for in 1999, a ground invasion of Iraq.

Throughout history, great powers have used poor excuses to behave badly, no doubt. And all of their empires faded and crashed eventually.
