No... they 'push' for foreign contracts for 'American' multi-nationals, on the theory that "what's good for GM is good for the US."

Foreign leaders do the same thing for their own.

Still, politicians being politicians... I'm confident that 'some animals are more equal than other animals', so if a company gives more in campaign funds... that will usually earn them more 'grease' at the table.
