No...what I am saying is that limitations to freedom of speech is defined by wether exercising it breaks the law. You can yell fire in a threater if there is really a fire. Other interpretations of laws limiting free speech have allowed government regulation only over a very limited class of expressions such as obscenity, so-called fighting words, and libel.
