Agreed.

The problem of lobbyism's extent was not anticipated and is a problem in the union as it is in the US. The only real control over lobbyism is a active and independent press. The consolidation of the media into a few very large conglomerates does not help.

There is an alternative: the electoral college. Put another way, you can allow the populace to elect the lower house and the lower house to elect the upper house. To make things more fair, you can require a 2/3 majority for election to the upper house.
