The Supreme Ct doesn't. Laws have to be legislated.

The law requires suspects to be Mirandized. The law requires that defendants be provided with an attorney if they cannot afford one. The law allows a person who doesn't have their receipts to prove tax deductions to use other reasonable measures to do so.

Perhaps you could point me to the statutes that created these laws, or at least tell me which legislature created them?
