No. Clinton's policies (e.g. suing Microsoft, the goose that laid the golden egg), the bursting of the internet bubble (under Clinton), and natural economic cycles caused the downturn.

Bush's policies including tax cuts, creating a friendlier business climate, and natural economic cycles are causing the turnaround.

To call you a dumb@ss in response would give you more credit than you are due.
