You are correct. If Bush I had finished the job in Desert Storm and replaced Saddam... all this would be over by now. Even better, if Reagan and Bush I hadn't supported Saddam (sharing secret satelite intel on troop positioning, issuing an executive order to over-ride the US arms embargo against Iraq... allowing the export of 'dual-use' technologies such as precursors for chemical weapons, etc.) during his long, murderous twilight war against Iran, Saddam would have been out of power in the eighties.... You are right: legacies live on.
