WASHINGTON (Reuters) - Joining a growing chorus of Democrats who say President Bush (news - web sites)'s Iraq (news - web sites) policies are failing, leading Senate liberal Edward Kennedy said on Thursday he will oppose an $87 billion spending bill for Iraq.

"Until the administration genuinely changes course, I cannot in good conscience vote to fund a failed policy that that endangers our troops in the field and our strategic objectives in the world," Kennedy, of Massachusetts, said in a blistering floor speech.

The Senate and the House of Representatives, both controlled by Republicans, are expected to approve the bill to fund military operations and reconstruction in Iraq and Afghanistan (news - web sites) by Friday.

But a number of Democrats, including House Minority Leader Nancy Pelosi of California and members of the Congressional Black Caucus (news - web sites) have announced they will vote against it.

Kennedy said the administration's "trumped up reasons for going to war have collapsed," and accused it of "covering up its failures and trying to sell its rosy version of events."
