Neo, you've taken enough tests to know that the way you answer questions like that is whether they're more true than false or more false than true. A couple of vials of botulism don't make that question more true than false. Not even close.

The only ways I know of to get to "more true than false" on any of those questions is ignorance, stupidity, or bias.

EDIT: Or perhaps unusual risk aversion...
