Calfornia signed a multi year no tax contract with the Indians in exchange for campaign contributions...

The answer there is to get control of the Commission and force a renegotiate for a split of revenue. The Indians-I use that word loosely, they are mainly whites with a drop of indian blood and Vegas Casino types-will cut a deal.
