The "idle rich," as you call them, are more likely to either invest it directly into projects that will produce more capital and jobs, or bank it, where it will be lent by the bank, properly collateralized, to somebody else who will. The result is profits, which get taxed.

Surplus is a surplus, not a debt. Your first question is nonsensical. The surplus is the result of tax income, from the people who paid the taxes.
