It all turns on the expectation of large, weaponized stockpiles, constituting an "imminent threat". The only problem is that the president explicitly said that there was no clear case of imminent threat, but that the threat was inevitable. In that case, it matters little whether the WMDs are ready to go, the existence of laboratories and specimens, and production facilities ready to queue up as soon as the inspectors are out of the regime's hair, is quite enough.
