France and Germany decided to join Russia today

I suspect that we made them an "under the table" deal to back them on getting their loans repaid by the new Iraqi Government down the line. TWT.

Considering that we got a unanimous vote after saying "enough" and putting it on the table for a vote, I'd say they blinked. Russia asked for a stay to consult, and the rest caved. I bet we have Putin to thank for no abstains.
