Governments instead of solving the problem try to put the blame in some faraway place. Like Jean Paul Sartre said: "The devil are the others".

Another tatic is to divertionary tactic. An illustration of that:

As you can see the Swiss government remove the focus on the tough issues at hand and divert the attnetion of the populace. It never fails!!!
