Of course it sounds familiar. History is full of such events, especially by modern nations. Hitler is not unique in this.

The only thing that made him unique was the one absolute horror you brushed aside as no more relevant than the pre-emptive attacks.

Atrocities like the holocaust come later when they are feeling more ballsy. That's why you nip it in the bud early on.
