No. Read again. I was addressing Richmond CA's cuts in vital direct services to its citizens; those firefighters, cops, teachers, and other first-responders and front-liners. Dems always do that when budgets are tight, to scare the widows and seniors, and justify tax hikes, while they maintain their protected bureaucratic sanctuaries. It's a pattern repeated for decades, over and over again by the dems. Only the numbers and corruption in their inner circles get bigger.
