Teddy Kennedy may be right on the money.
He may drink and play around with women but when it comes to knowing what's going on in DC there are few who can match him. Bushies lured him in a few years ago with promises to fund health care and education programs. They lied and didn't fund them. They used Kenedy to appear moderate. Now Kennedy is getting even.
