Halliburton and Cheney always deny accusations, always lie. Just like Enron, Reliant and all the others denied gouging during the phony energy crisis. They all deny and they all lie. Their guys are in power and they know they're safe from prosecution. Get it while the getting's good. Wait, Cheney did admit something once. After lying to us that Saddam had nukes, he later says he "mis-spoke". After the war, of course when the damage had already been done.
