Certainly there are differences - but the are striking similarities also - chief of which is the audacious attempt to install democratic institutions in a place with no history of them, something the 'realists' in State would never approve.

The only Iraqi authority, the Governing Council, evidently agrees with the State Department plan

Well, geeze, what do you expect them to say? "heck, no, we're nowhere near ready to take charge, we want the Americans to tackle the jihadists for us"? Even if that's their true sentiment, they're hardly going to say it out loud. Expect a large dose of public: "Americans go home! we don't need you anymore!" with an equally large dose of private "You're not really going to bug out on us, are you?"
