That's probably true in the places that have the equipment and expertise to support digital, but there will always be a demand for the cheap point and shoot silver halide based photography from those that don't have a complex computer system or for situations where you don't want to carry an expensive camera.

I often carry a cheap disposable while skiing because I occasionally want a photo but don't want to fall and damage an expensive camera.

As well you have to consider not only the actual loss of silver in photography. A high proportion of photographic silver is recycled, far more than from other applications so the net result in the supply/demand equation, even if no silver was used at all for photographs, is not as great as it may appear to be at first glance.
