I haven't worked with wine regulation in a few years and it was rapidly changing then, but my understanding is that every time wine (grouped with alcohol) does a tier "hop" and rests in a certain taxation district, be it county or state, then taxes must be paid to the local municipality. Apparently this is a legacy from bootlegging and prohibition when police had to cover wine transport, which cost money so local governments were paid. The producers and distributors do the paying, but the net result is it keeps the existing system in place.
