Arnold's success or failure will be less a function of Arnold's actions than of the economic recovery. Recovery accelerates, Arnold will look good. Recovery stalls, there will be a big hole to dig out of.

The same might be said of Bush....

I was listening. I'm pretty sure Arnold never promised to not raise taxes I listened too. In one of his speeches, he said his intention was not to raise taxes, but he could not promise this if there was a terror attack, or an attack of nature.
