Congress passes budgets, not the President. The President gets a lump to use or throw away. Congress has gotten quite good at sticking all kinds of interesting plums in those lumps. Plums from their POV, anyway.

Shouldn't the administration have some leverage with those Republican majorities? Or maybe they have the leverage, but lack the cojones to use it.

I presume you are referring to the US nuclear missile force.

Not only that. Cash hogs like the F-22 could use a bit of scrutiny as well.

If we have no deterrent, they tell us what we shall do. And other nations are working on nuclear missile capability.

I did not and would not propose that we should have no deterrent. I do think that a good deal of re-evaluation of the composition of that deterrent would be useful.

I will not go to that unmentionable place. I'd have both halves jumping on me in no time. I'd rather stick needles in my eyes.
