The moment an intelligence agency takes on an operational role, all future intelligence on the area in question becomes corrupt. The two functions are totally incompatible. It certainly was in Cuba and Cambodia. Some small "grey" areas, but not big enough to bother. But what I see from the "Dark Op" boys in the Military is a complete lack of confidence in Intel they don't develop. With reason. So there is no wonderful solution.
