CC, Just last night, on the local news, there was a segment on that Vancouver, Washington Costco. I probably know the COE "officials" who allowed this to happen. Oftentimes, people who look and talk the part of environmentalists are put in those positions to throw the public off of the behind the scenes machinations. The first step in the process is to have a public forum, notes are recorded of the public's comments and put in a fancy-schmancy report and then the Corps goes ahead with the project in-spite of the public's resistance to it. len
