Catching Up With China: Don't Count People, Count On People
...
There is another question that is often discussed in this context. By 2020, can India catch up with China? In terms of income, it seems virtually impossible. Even today, China reports a per capita income of close to $950, much higher than what India aspires to achieve by 2020. Accelerating India’s growth rate would help narrow the income gap between the two countries, but in 2020, it is likely to remain substantial.

On the other hand, India can catch up with China on other fronts. Today, China’s infant mortality rate, 31 per 1,000 live births, is half that of India’s. China’s maternal mortality ratio of 55 deaths per 100,000 live births is one-tenth of India’s. Only six per cent of Chinese children are born of low birth weight as against 25-30 per cent in India. Almost 80 per cent of adult women are literate in China as against 46 per cent in India.

What clearly distinguishes China from India is the far more impressive and equitable expansion of social opportunities that preceded economic expansion.
