the United States might in some circumstances use nuclear weapons against countries that do not have them: Syria, Libya, Iran and Iraq.

If there ever was a reason for all those countries to rush to arms race, this is it. How in the world can Bush ask them not to develop nukes when he is doing so for the explicit reason of using it against them?

I find Bush's contributions to a safer better world very appalling.
