That is a fact. This became fairly well known during the 1st Gulf War because the issue came up regarding women in the US military. I don't remember precisely what the resolution was; I believe the Saudis allowed them to drive. The law banning other women from driving in Saudi remains in effect to this day.

Off base the women are not allowed to drive. The regulation says no women can drive, ride in the front seat of a vehicle or go anywhere without the company of men. Have the rules been dropped as a result of the protest? Absolutely not, say Saudi officials, it is not even a debatable issue.

When I was there, the saying among Westerenrs was that there were 3 classes in Saudi: Saudis, Westerners, and slaves. Who the Saudis and Westerners are obvious. Saudis were the top of the heap; Westerners didn't quite rank as high, but certainly outranked the slaves. The slaves were Muslims bussed in by the 747-full to do the dirty work: breaking rocks in the 120-degree heat, acting as servants to the Saudis and sometimes Westerners, whatever dirty and unskilled work needed doing. (The Westerners did most of the skilled work.)

Oh, yes: You cannot get a tourist visa to enter Saudi. You must be sponsored for a visa by a Saudi and it must be either for hajj (if you're a Muslim) or work.

And you must be a practicising monotheist. Hindus, for example, are excluded by that.
