Get this "theory" to Dumbya and Company. I don't think they have used this one yet! Hmmm... if imposing sanctions on Iraq could get the Arab world riled up, I wonder what enslaving the Iraqis would do. Do you have any clue?! ;-)

Saddam committed his worst genocides after Bush Sr. pulled out of Kuwait, then told the Shiites and Kurds to go ahead and rebel. He promised to support them, but no support ever came. So Bush Sr. shares some blame for those deaths. Since that time, Saddam has not taken part in any genocides. He killed people disloyal to him, but so does every other dictatorship on earth, most which we are ignoring because they have no oil to grab, thus no strategic or financial value to us.
