SELECTIVE emigration. Yes, it is a good point! Emigrants have to be selective: 1) Differentiated Tax code to immigrants 2) Support for settling down 3) Loans at subsidized rates for housing 4) Language training 5) First Class tickets How much does it cost a baby today until it becomes productive say, in 22 years time? I would say a good USD 1/4 of million all included. And this -local- children may grow up to join Peace Corps at the age of 22, roisk becoming contaminated by useless stuff like environment concerns, animal rights and other kind of stuff prevalent in developed countries. You don't want to be filled up with useless migrants who practice Anachronic religions, or who instead of injecting new ideas or blood acquire the typical traits of the locals -which appears to be the case of AC Flyer. Persons who have been the typical migrants are the bottom of the barrel. They tend to be less educated. Are living their countries in despair. Tend to bring along with them bad habits and stick to their home culture which make them be seen as weirdoes. Now bring a immigrant hungry to work and be productive, type of guy who will not be sending money to Greenpeace or Sierra Club and you will have the most sought after immigrant. To attract the right type, countries should offer some incentive. Of course the country that they go to need to raise the offering to attract better type os migrants. Those want the good jobs, good neighboorhoods, the usual stuff...
