It looks pretty convincing, especially considering there's no rebuttal to a much-repeated and explosive story. On top of that were the quotes in mainstream press from one of the officers in charge. The other two are dead. Like Bush's DUI, it only surfaced with a copy from law enforcement, I certainly never saw any such "certification" that you suggest, only the charges and the document. In that case made during the election, so he had to respond. My guess is that this issue will again be raised in '04, and will have to be responded to. We'll see.
