The answer is much simpler - the 90nm process is not performing per expectations.

I think the main argument if favor of this is that there are no 90nm chips out period. No notebook chips (Dothan is delayed too), which are usually released 1 to 3 quarters before mainstream desktops, there is no 90nm Northwood shrink (to buy time if Prescott has problems).
