If, by 'the Church', you are referring to the Catholic Church, as I believe you are... then for some 80% of their history, it was official church policy that the soul entered the body at birth (many native Americans also believed this) and that potential child did not become fully 'human' until it had a soul. When they changed their belief (early in the 19th. century I believe... but I could be wrong on the date) they changed their postulation to assume that the soul entered the 'body' at conception.
