True enough.

Ethanol is also added to winter gasoline to increase oxygenation and decrease CO exhaust product. This is only important in areas which have natural atmospheric inversions in the winter (such as Denver) where ground-emitted gases tend to accumulate and not blow away.

You are correct - and if ethanol is used consistently, it will clean out the water - (but the engine may run rough when that happens).

May not be a good idea to leave the gas cap loose, as the ethanol can pull moisture out of the air....

It would be nice if you could get non-ethanol fuel at tehend of a season for storage.

John Q Public worked with Detroit and knew the ethanol problems in detail.
