Mr. Rumsfeld made the remarks in a memo to senior defense officials last week. The memo was first reported by the newspaper USA Today. The memo says the Pentagon has not yet taken "truly bold moves" in the war against terrorism. Mr. Rumsfeld said the Defense Department cannot change quickly enough to fight international terrorist groups, saying a new institution may be needed. The memo says U.S. forces have put pressure on the al-Qaida terrorist network, but many of its leaders remain at large. It says efforts to track down Taleban members have been "slower," and the fight has just begun against Ansar Al-Islam, which has ties to al-Qaida.
