You could ship NK ten thousands calories per day per capita and the regime would just sit on it, dole it out at their leisure, keep using it as one of their levers of power, as they've been doing with shipments so far ..... if the people had enough to eat that they found themselves with a little spare time and energy, they might get to thinking .... better to keep them at least a little hungry, is what Kim will be thinking
