Leakage goes up as feature size goes down, and SOI reduces leakage.

Not entirely relevant - I think Intel's 90nm process development may have gone quite smoothly, it just isn't an effective process for high end CPUs and AMD's SOI 130nm process may be competitive with Intel's bulk 90nm process (for the purpose of making high end CPUs). Right now (and this could change quickly...) It looks like AMD has plenty of time to work on its 90nm SOI process.

From the information released so far, at 90nm Intel went with strained silicon and a new, low-k dielectric. AMD hasn't mentioned any major process change from 130nm to 90nm, so there very well not be any. AMD went through it's pain with low-k dielectric at 130nm, and they chose to use SOI instead of strained silicon at 130nm. So it might be the case that AMD will have an easier transition than Intel.

A straight shrink is always a little easier than making big process changes.
