I think US and/or Russia should sell few of their super subs to Israel and to India. that would be sufficient firepower to make Pakistan, all arab countries and half of Europe to glow in the dark for the next 10,000 years..... many sets of 72 virgins would be needed if arabs would really decide to go nuclear....
